UNIVERSITY OF THE
PHILIPPINES
The
University of the Philippines is the first and premier state institution of
higher learning in our country. It was founded on June 18, 1908 by Act No.
1870 of the First Philippine Legislature. This Act, also known as the
University Charter, specified the functions of the University. These
functions are to provide advanced instruction in literature, philosophy, the
sciences and arts, and to give professional and technical training.
The University of the Philippines is presently composed of six constituent
universities: UP Diliman, UP Los Baños, UP Manila, UP Visayas, and the
recently established UP Mindanao and the UP Open University, aimed at
distance education. During the 1,130th meeting of the Board of Regents on
April 15, 1999, the elevation of UP College of Baguio from the status of a
regional unit of UP Diliman to an autonomous unit was approved. Altogether,
the universities have an aggregate of 54 colleges. And from an initial
enrollment of 50 in 1909, it has grown to 56,659 in 1999. All academic units
of UP follow the University’s academic year, which is divided into two
semesters with at least 16 weeks each, and a summer session of six weeks
following the second semester.
The core of UP’s Undergraduate curriculum is the General Education Program
that molds critical minds, grounds academic work in Philippine culture, and
re-imagines the nation’s past in anticipation of the future to broaden the
horizon’s wisdom. The GE Program also ensures that UP produces leaders who,
in the corridors of power, will exhibit sensitivity to the socio-cultural
dislocations, the political impact, and the environmental harm that certain
types of technology may bring. Ultimately, it lays down the foundations of
civic virtues—the unwavering commitment to freedom, the unquenchable thirst
for truth, and the impassioned yearning for social justice.

DID YOU KNOW?
The University of the Philippines was established in June 18, 1908, as the
American University of the Philippines by an act of the First Philippine
Legislature. Act No. 1870, otherwise known as the “University Act”,
specified the function of the University, which is to provide advanced
instruction in literature, philosophy, the sciences and arts, and to give
professional and technical training. The University began with the
establishment of the Philippine Medical School (later incorporated into the
University as the College of Medicine and Surgery) in 1905, which started
operating in 1907, a year ahead of the rest of the UP System. Together with
the College of Fine Arts and the College of Liberal Arts, the College of
Medicine occupied buildings distributed along Padre Faura (Ermita district)
and R. Hidalgo (Quiapo district) in Manila; the School of Agriculture was in
Los Baños. A few years later, the university opened the College of Law and
the College of Engineering in Manila, as well as academic units under the
College of Agriculture and Forestry in Los Baños. It became necessary to
establish more academic programs, as well as to expand its facilities. The
Board of Regents approved the need to look for a larger site, and a
493-hectare lot was acquired by the university in Diliman, then a town in
the province of Rizal. Construction of the new campus began in 1939.

ADMISSION REQUIREMENTS
To be eligible to take the UPCAT, one must meet certain specific
requirements.
The applicant must belong to one of the categories listed below:
1. A senior student (e.g., Fourth Year, Grade 12, Senior 6) of DepEd-accredited
schools or secondary schools abroad
(expecting to graduate at the end of the
school year);
2. A graduate of DepEd-accredited schools or secondary schools abroad;
3. Those declared eligible for admission to college after taking the
Philippine Educational Placement Test (PEPT).
One must also have:
1. Final grades for the First, Second and Third Years of the 4-year
secondary school curriculum in DepEd-accredited schools
(or, Grades 9, 10
and 11–or, their equivalent—for international or foreign schools); and,
2. Not taken the UPCAT previously.
Important reminders:
There is no minimum high school average grade requirement for taking the
UPCAT.
The UPCAT can be taken only once. Those who have already taken the UPCAT are
not allowed to take it again.
For Freshmen Applicants:
1. Correctly and completely accomplished UPCAT Form 1. Also, if the
applicant needed more than 4 years to finish high school,
a signed and
certified photocopy of Form 137 must be submitted.);
2. Four 2”x2” identical photographs taken within the last 6 months;
3. A non-refundable application fee.
P450.00 for Filipinos with annual gross family income of more than
P100,000, and for resident foreign applicants studying in the Philippines
US$50 for non-resident foreign applicants
US$100 for applicants taking the UPCAT in the Middle East
Exempted from payment of the application fee are Filipino applicants
belonging
to either of these groups:
1. Those with annual gross family income of P100,000 or less (supported by
the latest and updated ITRs of earning members
of the family); or
2. Top ten graduates or prospective graduates of public high schools as of
the end of the previous school year
(supported by a ranked listing of the
school’s Top Ten students signed by the school head/principal).
Modes of Payment
Through any of the following (payable to UPCAT):
1. Any Philippine National Bank (PNB) branch, Account No. 075-800048-6 (for
peso payments)
or Account No. 275-7059935 (for US dollar payments);
2. Postal Money Order (PMO); or
3. A bank manager’s/cashier’s check.
For Transferees:
In general, a transfer student may be admitted provided that:
1. He can present at least 33 academic units with a general weighted average
of 2.00 or better, for all the collegiate academic
units taken outside the
University;
2. He will have to complete, in the University, not less than 50% of the
units required for his program; and
3. The quota set by the dean of the college concerned has not yet been
filled up.
Applicants will be ranked based on their general weighted average in
comparison with other applicants. The cut-off average will be determined by
the quota set by the deans of the colleges/units for that particular
semester.
Transferees should complete the following items:
1. UPCAT Application Form 2
2. A signed and certified legible photocopy of the Permanent Secondary
School Record (F137) from the other school must
be attached to this Form
containing all the grades earned therein.
3. Four 2”x2” identical photographs taken within the last 6 months
4. Pay application fee (P450.00 for Filipinos with annual gross family
income of more than P100,000 and for resident
foreign applicants studying in
the Philippines.
For Foreign Applicants (Undergraduate Program):
1. Completion of high school program in the country where he/she had his/her
secondary education (including the completion of
a one- or two-year
pre-university education in a country where such is a prerequisite for
admission to a bachelor’s
degree program)
2. Qualifying in a college-qualifying national or international
foreign-administered examination such as General Certificate
of Education (GCE)
Examination and the Scholastic Aptitude Test (SAT) or equivalent
examination:
GCE: 3 ordinary level passes and 2 advanced level passes
SAT: minimum total score of 1200
International Baccalaureate (IB) Diploma
Foreign students may also take the UPCAT.
3. In the case of an applicant whose native language or whose medium of
instruction in the secondary school is not English,
a minimum score (500 if
paper based or 173 if computer based) in the Test of English as a Foreign
Language (TOEFL).

SCHOLARSHIPS
Since 1991, the U.P. Oblation Scholarship has been awarded to the top fifty
UPCAT qualifiers. The benefits include free tuition, miscellaneous and
laboratory fees, a semestral book subsidy and a monthly incentive and
transportation allowance. Recipients may enjoy the UP Oblation Scholarship
throughout the normal length of time required to finish their chosen degree
program, provided they maintain the required grade point average. For those
in the accelerated medical program (INTARMED), however, only the first four
years are covered by this grant.
The University of the Philippines has a Socialized Tuition and Financial
Assistance Program, also known as STFAP or the ISKOLAR NG BAYAN PROGRAM. It
provides possible tuition discounts and/or additional financial assistance
for financially needy students in the form of monthly subsidies for living
and travel expenses and a semestral book allowance.
A number of scholarships, study grants and awards donated by government and
private companies or individuals, are also available. Most are intended for
financially needy students, though some are awarded in recognition of
outstanding academic performance.
The Board of Regents may authorize increases in student fees including
tuition, scholarships, and financial assistance.
